Transitional Living
Allowance (TLA)

$1000 (not to exceed $500/month)

  • Must receive first TLA within two years of leaving paid placement in DFPS.
  • Must be employed (actively seeking employment), be enrolled and attending school or college, or receiving vocational training services.
  • Must have completed 5 hours in each of 5 out of the 6 PAL life skills training.
  • Must be moving into an independent living arrangement or supervised independent living.

All funds must be collected before 21st birthday.

Tuition and Fee Waiver

You may qualify if you were In DFPS Conservatorship:

  • The day before your 18th birthday,
  • The day of your 14th birthday and was eligible for adoption on or after that day,
  • The day you graduated from High School or received the equivalent of HS diploma,
  • The day you were adopted was after September 1, 2009,
  • The day Permanent Managing Conservatorship (PMC) was granted to a non-parent on or after September 1, 2009,
  • DFPS exited PMC to the legal responsibility of the parent when you were 14 or older after June 1, 2016,
  • DFPS exited Temporary Managing Conservatorship (TMC) to the legal responsibility of the parent when you were 16 or older after June 1, 2016,
  • Currently in DFPS Conservatorship and enrolling in a dual credit course or other course which a high-school student may earn joint high-school and college credit.
  • You must have enrolled in a state supported college or university before your 27th birthday.

Education and Training Voucher Program (ETV)

  • At least 16 years old and likely to remain in DFPS conservatorship until age 18
  • Have aged out of DFPS and have not turned 21 years old
  • Were adopted from DFPS foster care after turning 16 and have not turned 21 years old
  • Entered into Permanency Care Assistance (PCA) after age 16 and have not turned 21
  • Funds must be accessed before your 21st birthday.

Case Management and Aftercare Services

Case management is provided by PAL staff or community contractors (BCFS).

Services are voluntary and individualized until you are 21 years old.

Aftercare Room and Board Assistance (ARB)

Up to $3000 (not to exceed $500/month)

  • Must be between 18 and 21 years old
  • Must have aged out of foster care at 18 years old
  • Must be in an educational program, be employed or actively seeking employment, or receiving vocational training services.
  • Must prove financial need to access help with rent, food, and utility bills in an emergency (name must be on utility bill or lease)

Former Foster Care Children Medicaid (FFCC)

  • Must reside in Texas
  • Must remain in foster care until 18 years old to receive Medicaid coverage up to the month of their 26 birthday.

Medicaid for Transitioning Foster Care Youth (MTFCY)

  • Must reside in Texas Provides medical coverage from 18 through 20 years old who are not eligible for FFCC.
  • Must have been in foster care at age 18 or older, have no other healthcare coverage, and fit the program rules for income.

Reimbursable Expenses

Receipts must be provided to PAL staff with name, address, and phone number of payee and young adult.

Class Ring: $200

Cap, Gown, Announcements: $200

Graduation Pictures: $200

Driver’s Education: $200

TX ID, College or GED testing fees, College Entrance fees Summer school (high schoolers only) Credit recovery classes (up to $500)
